Rooftop Decks Are Booming—But the Roof Still Has to Be a Roof
From LA to Orange County and the Inland Empire, rooftop decks and “outdoor living” upgrades are popping up everywhere—especially on flat and low-slope roofs. Homeowners want more usable space, and building owners want amenities that stand out.
But here’s the part many people learn the hard way:
A rooftop deck isn’t just a carpentry project. It’s a roofing and waterproofing project first.
And in 2026, this matters even more as “occupied roofs” (usable roof areas) continue to get attention in code and plan review because of safety/egress considerations. Milrose Consultants
The Biggest Rooftop Deck Mistake: Building Over a Roof You Can’t Maintain
If your deck system makes it difficult (or impossible) to:
- inspect drains and scuppers,
- check seams and flashing’s,
- spot early water intrusion,
- or service rooftop equipment…
…you’ve basically created a “covered-up leak” waiting to happen.
A better approach is designing the deck so the waterproofing system is:
- properly installed, and
- still serviceable over time.
5 Roof Questions to Answer Before You Build a Rooftop Deck
1) Is the roof structure designed for the load?
Rooftop decks add dead load (decking/pavers/planters) and live load (people/furniture). That’s a structural question—so the right first step is making sure the plan is engineered and permitted as required.
2) What waterproofing system is underneath?
Not all “flat roof” systems behave the same under deck traffic. Some assemblies are more tolerant of:
- foot traffic
- planters/water features
- pedestal pavers
- frequent furniture movement
Your roofing contractor should help you choose a system that fits the use case—not just the budget.
3) How will water drain when the deck is installed?
Drainage is everything. If the finished deck blocks:
- drain access
- overflow paths
- scupper maintenance
- or creates low spots that pond…
…water will eventually win.
A deck design should include clear drain access panels and a plan for routine cleaning.
4) How are penetrations handled?
Railings, posts, lighting, outdoor kitchens—each one can mean penetrations. Every penetration is a leak opportunity unless it’s detailed correctly with the right flashing approach and compatible materials.
5) What’s the maintenance plan?
Even a great roof needs maintenance. With a rooftop deck, routine checks are even more important because the roof is “hidden” until a leak shows up inside.
A Practical Rooftop Deck Checklist
Before construction starts, we recommend:
- Pre-deck roof inspection and photo documentation
- Drainage verification (primary + overflow paths)
- Deck-to-roof detailing plan (edges, transitions, penetrations)
- Service access strategy (drains/scuppers/HVAC/solar)
- Post-install walk-through + a maintenance schedule
Who Should You Call First—Deck Contractor or Roofer?
If the rooftop deck will sit over a flat/low-slope roof, call the roofer early. It’s much cheaper to design around roof realities than to rebuild a deck after the first leak.

Great service, great employees and great experience overall. I have been working with Alan for over 2 years now. He and his team inspected the property I bought and made some repairs on the roof as well. They also offered a warranty work that I purchased (5 years warranty). After 2 years of wind and rain in San Diego, I started getting some leaks and sign of leakage couple of months ago, so I called Allen.
He sent the first available person after the rain was done and repaired the spot. I noticed the leak again after the next rain so I called him again. This time he send 2 people and replaced the entire section free of charge under the warranty work.
They also screwed in a tiny section of my gutter that was loose.
